standard all access users cannot see mileage reports - has to be company admin- so we'll just assign everyone at the firm as company admin?? why??

I am running into this problem a lot with User permissions for several things that I need people to be able to do and/or access that they can't unless they are an admin. But I CAN NOT have everyone be an admin!
