Will Payroll Fuction be Available?

Keep getting emails that payroll MAY not function without the employer signing up for auto tax pay/filing. I have two clients that CANNOT switch to auto tax/pay filing due to limitations of the functionality and/or ability to timely address issues in QBO payroll.
One client has employees across roughly 10 states; some of the state's various tax systems do not, and never have, interact with QBO (HI & WA UI) and other times the QBO system does not calculate the remittance correctly (WA CARES & PMFL). So, will we be permitted to continue to use the QBO payroll system for them as we cannot sign them up fully for auto tax/filing as a result foo QBO incompatibility?
Another client retains the need to adjust their Form 941 for items such as 3121q demand notices and their Forms W-2 for allocated tips. Due to these needs, we have disallowed the system to file on the entity's behalf to avoid erroneous filings on the part of QBO. Will this legacy user be allowed to process payroll without auto pay/filing?
