Allow periods to be closed with negative inventory quantities

Previously, we were able to post a quantity adjustment to address minor negative inventory balances, close the books, and then remove the adjustment using a password. This functionality has since changed—we can no longer delete the adjustment or close the books when minor negative quantities exist. We would like to have the ability to close the books with negative inventory quantities as they are, without requiring additional adjustments.

Yes, there are many reasons to close the books, and right now what happens is that we have to leave things like revenue/sales tax and accounts payable vulnerable to changes until we can sort out what's wrong with inventory. Then a client unknowingly edits an earlier invoice and we just racked up another hour figuring out why sales tax changed since we filed the return.
