Bank Rules Account Selection Not Functioing

The bank account dropdown in Rules is not allowing you to select bank accounts. All other dropdown in rules editing or creation are working. I have tried this on 3 different browsers, 2 different computers and 7 different clients accounts.
I have used the inspect tool and can confirm the command is being received to open by changing from false to true just as it does for all the other drop downs.

03/31 - 08:00 PDT this is still not working. Have now confirmed it with several of my team members and all are having the same problem.
