Management Reports showing [Untitled Section 1] header that cannot be removed

I am noticing this issue across multiple clients. Whenever I set up a new custom template on the new Management Reports, the first section always auto-fills the header as [Untitled Section 1]. Whether I remove that header and leave it blank, or rename the header to something else-- whenever I save the template and run a Preview, the header is changed back to [Untitled Section 1]. No matter how many times I go back and edit the template, ensure the change has "stuck", and save, when I print the report, that [Untitled Section 1] is back.
Separately, when I try to edit the downloaded report in a pdf editor, the report appears in a slightly lower resolution and therefore it is difficult to get the program to recognize the text at all.

I have wasted too much time trying to restore basic/obvious things that the new management reports broke.

That is why I am having to use the original management reports and not the new ones. The new ones will not let me do my reports like i have for the last for years for the same clients. I understand change but it is changing things that isn't broken and doesn't need change.
